An ACSA-sponsored bill to allow more flexibility for substitute teacher appointments has cleared a major hurdle in the legislative process. On April 8, the Assembly Education Committee voted to pass AB 2490 (authored by Assemblymember Avelino Valencia), which seeks to provide continuity to students by allowing the use of 60-day substitutes for both general education and special education settings.
ACSA Region 9 VPLA Dr. Dawn Hubble testified before the committee to support the bill, stressing the importance of consistency in the classroom for all students, especially those with disabilities.
The bill will now head to the Assembly Appropriations Committee where potential costs are deliberated. If passed, the bill will be debated on the Assembly Floor among all Assemblymembers, and if passed with a majority, will then move to the Senate for a fresh round of policy and fiscal debate among California Senators.
