Name: Dr. David Appling Award: Personnel/Human Resources Administrator of the Year Title: Assistant Superintendent, Human Resources, Magnolia School District ACSA highlights: Member since 2000; Member Services Committee (2015-present); Region 17 Board of Directors (2015-present).
Trust and transparency are two of Dr. David Appling’s top priorities as Magnolia School District’s assistant superintendent of human resources. Known for his tactful approach to even the most sensitive matters, Appling led the successful adoption of “interest-based” collective bargaining, improving the working relationships between school leadership and employee associations.
Appling created a sustainable model for labor negotiations grounded in shared goals. His commitment to fairness extends beyond negotiations; he handles employee discipline, parental concerns and student placement with a steady hand.
Appling’s work ethic consistently strengthens the district’s educational environment. Drawing upon his experience as a principal, he brings deep knowledge of student-centered practices to school human resources. He regularly trains school leaders on staff evaluations, restorative practices and behavioral protocols, ensuring districtwide alignment in support of student success. His leadership has also enhanced safety and compliance — from organizing staff training modules to overseeing sensitive procedures.
Appling’s commitment to inclusive practices is evident in programs like the Assistant Principal Academy and Substitute Recognition Event, both of which reflect his belief in celebrating and supporting every educator.
“One of Dr. Appling’s many strengths is his ability to resolve — or at least reduce — conflict,” said Magnolia School District Superintendent Dr. Frank Donavan. “He does this with tact, poise and respect. He truly helps employees understand their missteps — and what they can do differently in the future.”
What’s your favorite book or quote on leadership? “Life is no brief candle to me. It’s a splendid torch which I’ve got to hold up for the moment and I want to make it burn brightly as possible before handing it on to future generations.” — Stephen R. Covey
What’s the best advice you’ve ever been given? My father: “Keep a smile on your face and a song in your heart.”
What’s your best strategy for work-life balance? Incorporate family time and travel time.
What are some life hacks that you would recommend for a new administrator? Listen first, get advice, and do not react.
What would people be surprised to learn about you? I was able to dance when I was younger for the Los Angeles RAMS, danced on Star Search, and also danced on Paula Abdul’s “Knocked Out” video.
What made you want to become a school administrator? A really great mentor and friend (Dr. Jean Cross) encouraged me to go into teaching as it was like acting and dancing on stage — you are constantly entertaining children in the front of the room. So, I did and it was history after that — I was hooked and never looked back.
What’s the biggest challenge you’ve overcome to get where you are? Gaining knowledge to be prepared and ready for each step I have taken in my educational career. I don’t jump steps — I learn one position and become an expert at it before venturing into the next. It is how I retain the knowledge to support others.
What are you proudest of accomplishing? I am most proud of my family. Although we do not have children, our nieces and nephews and great nieces and nephews are our life! Accomplishing my doctorate from Concordia University, Irvine was another incredible challenge and accomplishment but entirely well worth it.
How has ACSA supported you in your career/current position? With all of the networking I have done, I have gained many colleagues that share their knowledge and experience about education. This in turn supports my development in becoming the best leader I can be.
The theme for this year’s Leadership Summit is “Lead Loudly: Sharing Stories, Building Bridges.” What does “Lead Loudly” mean to you? Speaking up and standing up to make change in bettering the educational lives of all children.
