CTC to get new administrator member

Gov. Gavin Newsom has signed Senate Bill 478, legislation that will change the makeup of the Commission on Teacher Credentialing.  The bill, which was heavily supported by ACSA, replaces one public member of the CTC with one California public school human resources administrator. The CTC is comprised of 15 voting members, 14 of which are appointed by the governor and one by the state Superintendent of Public Instruction.  The bill will go into effect in January 2020. The governor’s appointments include: six practicing public school teachers, one person with a services credential (occupational therapist, school nurse, school counselor), one governing board member, one public school administrator (typically a superintendent), one faculty member from a college or university, and four members of the public that are not employed by a school or district. Additionally, there are four ex-officio members: one from each of the UC, CSU and community college systems and one from the Association of Independent Colleges and Universities. The legislation will create the new CTC model with three members of the public and the addition of the human resources administrator.  ACSA’s Human Resources Council worked with Sen. Susan Rubio (D-Baldwin Park), fellow lawmakers and members of ACSA’s Governmental Relations department to craft this bill language, which received bipartisan support. “We commend Sen. Rubio for her leadership to ensure the membership of the Commission on Teacher Credentialing meets the ever-changing needs to place appropriately credentialed teachers in every classroom,” said ACSA Executive Director Wesley Smith. The signed bill adds a critical voice to the CTC which will result in a better understanding of the decisions proposed or made by the CTC and their impact at the school site level. ACSA believes this change will be of great benefit to the CTC and, ultimately, school districts and our teachers.
