Institute equips HR leaders to meet today’s biggest challenges

If school culture were a tree, then “belonging” would be the roots — providing the foundation for a vibrant school culture.
Human resources leaders know this — and will be discussing it as part of ACSA’s 2026 Personnel Institute: “Rooted in Belonging: Learning, Leading & Evolving.”
The conference planning committee selected this year’s theme because it reflects what educational organizations need most to thrive in today’s environment, said Lisa Horne, assistant superintendent of Human Resources with Kings County Office of Education.
“People perform their best when they feel valued, connected, and supported,” said Horne, who is co-chairing this year’s planning committee with Tami Moore, associate superintendent of Human Resources for San Mateo County Office of Education. “For HR leaders, belonging is more than a cultural aspiration — it is a strategic imperative. Belonging influences recruitment, retention, employee engagement, leadership development, and organizational effectiveness.”
As education leaders continue to navigate workforce shortages, increasing compliance requirements, and shifting employee expectations — HR leadership requires continuous learning and adaptation. Each year, ACSA’s Personnel Institute is the space where personnel leaders gather to learn about trends, legal issues and practical solutions that impact their work.
“The challenges we face today are different from those we faced even a few years ago,” Horne said. “As HR leaders, we must remain rooted in our core purpose of supporting people while continuing to learn, evolve, and lead through change.”
Tackle HR’s biggest challenges Horne said this year’s conference will address two of the biggest pressures facing HR professionals.
Workforce recruitment and retention — School districts and county offices continue to face challenges attracting and retaining qualified employees, including teachers, special education staff, administrators, and specialized support positions. “Competition for talent has increased, employee expectations have shifted, and organizations must think strategically about workplace culture, professional growth opportunities, and employee support systems,” Horne said.
Growing complexity of compliance and employee relations — HR leaders are navigating an unprecedented volume of legislative changes, labor relations considerations, credentialing requirements, leave laws, workplace investigations, and employee performance matters. “Balancing legal compliance with organizational culture and employee support requires both technical expertise and strong leadership skills,” Horne said.
Presenters at this year’s conference will help attendees meet these challenges. Participants will hear from respected education law firms, statewide experts and experienced practitioners, and leave with practical strategies they can use right away.
Grow your network As California’s only statewide conference for school personnel leaders, the institute gives attendees a place to build professional connections.
“The relationships built at Personnel Institute often become valuable sources of support and collaboration throughout the year,” Horne said.
Horne said some of the best solutions come from conversations with fellow HR professionals who are willing to share what has worked in their organizations.
“Each year I leave with new knowledge, stronger professional relationships, and renewed energy for the work ahead,” she said. “That combination of learning, collaboration, and inspiration is what makes Personnel Institute such a valuable experience for both new and experienced HR leaders.
