Around 400 leaders in charge of human resources and negotiations gathered in San Diego Sept. 23-26 to learn about new legislation and best practices at ACSA’s 2025 Personnel & Negotiations Symposium.
Guided by the theme “Lead Together,” attendees had more than 40 sessions to choose from covering topics including interest-based bargaining, approaches to recruitment and retention, employee speech, changes in employment law, and navigating budget declines.
Keynote speakers were author, leadership expert and coach Dr. Donya Ball, School Services of California, Inc. President and CEO John Gray, and ACSA Executive Director Dr. Edgar Zazueta.
The planning committee also presented this year’s Ray Curry Award, which is given by ACSA annually to an HR administrator who most exemplifies the leadership of one of ACSA’s founders, Ray Curry.
This year’s Ray Curry Award winner is David Robertson, assistant superintendent, Human Resources, with Vacaville Unified School District.
Robertson thanked the committee for the recognition and acknowledged the many supportive leaders over the years who have allowed him to approach challenges with the phrase, “I wonder.”
“This curiosity has defined my journey in education. It’s the spirit that drives us to challenge the status quo, look beyond the surface, and reimagine our profession,” he said. “It’s what pushes us to not just accept the systems we have, but to wonder about the changes we could create to make it better for everyone.”
He called on leaders to create a culture where “I wonder” is celebrated — and is the first question asked when facing a challenge.
Robertson said he values organizations like ACSA and the American Association of School Personnel Administrators for giving him opportunities to connect, learn and share insights with other HR leaders. Robertson has been a frequent presenter at ACSA conferences and served on ACSA’s Council of Human Resources Leaders from 2012-2024 in various capacities, including as Council President from 2015-2018. He also served as a representative to Region 4 for the American Association of School Personnel Administrators.
Robertson’s daughter, Brooklyn Robertson, joined him at the awards presentation.
“My proudest achievement isn’t a policy or a program, but seeing my own daughter follow in my footsteps,” he said. “Watching her build her career as an HR attorney with AALRR in San Diego — that is the most meaningful and satisfying moment of my professional life.”
