The Charter Oak Unified School District has selected Fayroze Mostafa as the new Assistant Superintendent, Educational Services, effective immediately. Mostafa brings a wealth of experience to this role, including three and a half years as the district’s Director of Curriculum, Instruction, and Assessments, providing her with an intimate understanding of COUSD’s unique needs and priorities. With nearly 25 years of success as a teacher and an administrator, she has a proven track record of excellence in education.
As an innovative and engaging leader, Mostafa is dedicated to fostering a collaborative environment that supports student learning and professional growth for educators. Her commitment to clear communication and strong relationships with staff and families has been instrumental in her previous roles.
Mostafa has recently spearheaded several key initiatives, including:
  • Implementing a districtwide elementary music program for grades 4-6;
  • Overseeing textbook adoption at both the middle and high school levels;
  • Leading the LCAP Advisory Council, which developed the district’s pillars of success;
  • Managing summer school planning and development; and
  • Providing ongoing support and professional development to district staff.
Mostafa holds a Bachelor of Science in Child Development from California State University – Fullerton, and a Master of Arts in Teaching and a Master of Arts in Education Administration from Azusa Pacific University. She also holds a Doctorate of Education in Organizational Leadership from the University of La Verne.
Steve Kong has accepted the position of Director, Learning Systems and Supports as part of the Innovation and Engagement branch for San Bernardino County Superintendent of Schools.
Prior to being selected for his new role, Kong served as Director of Curriculum and Assessment for Riverside Unified School District, overseeing districtwide mathematics, science and arts programs, as well as a team of Multi-Tiered System of Supports liaisons. He has supported schools in planning and implementing MTSS with positive behavior systems and received grants from Google and the Bill and Melinda Gates Foundation to provide equitable learning opportunities for all students.
Appointed by the California Department of Education to serve on the California Computer Science Standards Advisory Committee, Kong contributed to the development of K-12 California content standards.
Throughout his career, he has worked as a classroom teacher, staff development specialist, instructional services specialist, site administrator, and coordinator of digital learning initiatives.
A proud ACSA member, Kong graduated from Concordia University with a doctorate in education with a focus on Teacher Leadership. Prior, he earned a Bachelor of Science in Business Administration and a Master of Education Teaching Credential from the University of California, Riverside.
