The Charter Oak Unified School District is pleased to announce the appointment of Dr. Seth D. Bond as the new Assistant Superintendent of Human Resources, effective April 1, 2025. Bond brings 28 years of extensive experience in education, including a strong background in human resources leadership, to this critical role.
In his position, Bond will oversee all districtwide human resources operations and activities. His responsibilities will encompass the recruitment, screening, selection, and compensation of both classified and certificated employees. He will also direct communications, labor negotiations, employee evaluations, and record-keeping, ensuring the district’s human resources needs are met effectively. Additionally, Bond will serve as the chief executive officer for the Personnel Commission and provide supervision and evaluation of assigned personnel.
Bond joins COUSD after serving as the Director of Human Resources for the Walnut Valley Unified School District for the past five years. His career in education began as a math teacher, transitioning into administrative roles in 2008.
His educational background includes a doctorate in Educational Leadership from Azusa Pacific University; an Administrative Credential (Tier 1 and 2) from Point Loma Nazarene University; a Master of Arts, Curriculum, and Instruction from Chapman University; and a Bachelor of Arts, Elementary Education from Eastern Illinois University, with a Middle School Concentration in Math.

On March 24, the Calaveras County Board of Education unanimously voted to appoint Associate Superintendent Jared Hungerford as the interim Calaveras County Superintendent of Schools, effective July 1, 2025. Current Superintendent Karen Vail, who recently announced her retirement after 26 years of service to Calaveras County students, recommended Hungerford for the role to ensure continuity in daily operations and to preserve the organization’s culture. Hungerford brings 21 years of experience in education to his new leadership position.
Hungerford has communicated that he fully intends to run for this elected position in 2026.
