Luque was born and raised in East Bakersfield. He attended BCSD Schools — Mt. Vernon Elementary and Sierra Junior High School. He said that his teachers were his greatest influence. He attended Highland High School, then attended Bakersfield College before transferring to San Diego State University, where he earned a Bachelor of Arts degree in history. He then returned home to Bakersfield, where he attended CSU Bakersfield, and he earned his Masters of Arts degree in educational administration.
Luque began his career in education at Delano USD in 1998, working his way up the ranks from classroom teach-er to elementary principal to district director and finally to assistant superin-tendent. He began his service to BCSD in 2014 as the director of curriculum and standards, a position he held for two years, until being named assistant superintendent/deputy superintendent five years ago. Luque and his wife of 18 years, Steffani, have two children.
